Big-firm operations. Small-firm agility.

Strong firms have a strong Qore.

Qore MSO is a national management services organization for property-claims law firms, public adjusting firms, commercial contractors and commercial property management companies. We own and operate the business infrastructure under one master services agreement so licensed professionals and owners can spend their time on clients, claims and judgment.

How the full-platform model works

One agreement replaces twelve vendors. Licensed professionals own the professional entity. Qore, which can take outside capital, owns everything the firm doesn't legally have to, and delivers it all under a single management services agreement.

Qore MSO

The management services entity. Non-lawyer and non-adjuster ownership is permitted, so it can raise capital and invest in shared infrastructure.

  • Owns the brand assets and shared infrastructure
  • Provides every service module under the MSA

Your professional entity

A law firm PLLC or PA, or a licensed public adjusting firm, owned by the licensed professionals who practice in it.

  • Holds the license, bond and insurance
  • Signs the client and directs the case
  • Pays a flat, cost-plus or fair-market-value management fee, never a share of fees

Core back office

Finance, vendor management services, technology, compliance and people. The minimum a firm needs to run cleanly.

Growth

Growth without the growing pains. Adds intake operations, marketing and brand, business development and sales training, and case and claim operations staffing, including expert inspections, estimate writing and engineer inspections.

Full platform

Every client receives a customized service plan built around what the firm needs now and the opportunities it may grow into, up to and including storm surge capacity and fractional executive leadership.

Six platform modules

Each module is a complete department, staffed and run by Qore. Start with the core and add modules as the firm grows. Open any module to see what it delivers.

Intake & client acquisition

Every inquiry answered, qualified, conflict-checked and signed, with the speed-to-lead numbers to prove it.

Most states require specific language and cancellation windows in PA contracts. Intake builds them in so nothing gets signed out of compliance.

  • When we qualify clients, we base it on your needs and goals, not ours
  • Our team ensures the intake process is fast and seamless for the insureds
  • Conflict checks
  • Engagement letter and PA contract generation with e-signature
  • Fee agreement compliance checks
  • Intake-to-signed conversion and speed-to-lead reporting

Marketing & brand

Claims-specific campaigns, storm playbooks ready to launch, and compliance review of every piece before it runs.

Every ad, post and page is checked against your state's attorney advertising rules and public adjuster advertising rules before it goes live.

  • Website build and hosting on a shared framework
  • SEO, local SEO and Google Business Profile management
  • Paid search and social with hurricane, roof, water, mold, fire and sinkhole campaigns
  • Pre-built storm-response playbooks that launch when a named storm hits
  • Blogs, video and explainer content
  • Review generation and reputation management
  • Referral partner marketing to roofers, realtors, property managers and HOAs

Case & claim operations

Estimating, proof of loss, appraisal, pre-suit notice and litigation support.

Every claim is built on documentation and expert work that stands up to scrutiny.

  • Document collection and organization: policies, photos, estimates, correspondence
  • In-house Xactimate estimate writing
  • Proof of loss preparation and sworn statement coordination
  • Appraisal management: demands, umpire selection, scheduling
  • Pre-suit notice compliance where the state requires it
  • Pleadings templates, discovery management, deposition scheduling, exhibit prep
  • Expert coordination and scheduling
  • Demand package assembly and negotiation support materials

People

Recruiting, licensing and continuing education, business development classes, and training academies for the roles that are hardest to fill.

Public adjusters must maintain continuing education and, in most states, a bond. Tracking both is part of the service.

  • Recruiting for attorneys, public adjusters, apprentice adjusters, estimators and case managers
  • Licensing, bond, CE and CLE tracking
  • Apprentice public adjuster program administration
  • Training academies: estimating, policy interpretation, negotiation, client communication
  • Business development classes for owners and producers
  • Comp plans, benefits, HR compliance and handbooks

Facilities & assets

Offices, satellite and pop-up storm locations, and a shared pool of vehicles and inspection equipment.

No firm should have to buy a thermal camera it uses twice a year. The pool is shared and leased as needed.

  • Office space, satellite offices and pop-up storm offices
  • Vehicles, drones, moisture meters, thermal cameras and inspection equipment
  • Equipment leasing to member firms

Strategy & executive

Fractional COO, a CEO or board member seat, growth and expansion planning, acquisitions, and succession planning for owners.

Cross-platform benchmarking tells each owner how the firm compares, and where the next dollar of investment should go.

  • Fractional COO
  • CEO or board member seat
  • Growth planning and geographic expansion
  • Acquisition of smaller firms and PA shops
  • Succession and exit planning for owners
  • Benchmarking across the platform

The ecosystem network

A vetted, pre-negotiated partner network available to every member firm. Qore presents options; the firm and the client choose.

Construction & building experts

  • Licensed general and roofing contractors
  • Construction consultants and cost estimators
  • Building code experts for ordinance and law disputes
  • Structural, forensic, geotechnical and MEP engineers
  • Roof inspection specialists
  • Industrial hygienists and mold assessors
  • Cause-and-origin investigators
  • Plumbers and leak detection

Mitigation & restoration

  • Water mitigation and dry-out
  • Licensed mold remediation
  • Fire and smoke restoration
  • Board-up, tarping and emergency services
  • Contents pack-out, cleaning and inventory
  • Full restoration and rebuild contractors

Claims specialists

  • Xactimate estimators
  • Contents valuation specialists
  • Appraisers and umpires
  • Forensic accountants for business interruption and ALE
  • Meteorologists and weather data providers
  • Matterport and drone operators
  • Public adjusters for law firms, attorneys for PA firms

Business services

  • Surge staffing agencies
  • Marketing agencies and lead generation vendors
  • Litigation funders and case cost lenders
  • Insurance brokerages that can offer a better option than the insured's current carrier

How Qore runs the network

Vendors pay nothing per referral, and no money moves to or from a firm based on referrals. Selection always stays with the firm and the client.

  • Vetting. Licensing, insurance, references and quality history checked before a vendor is listed.
  • Rates. Pre-negotiated pricing and service levels.
  • Scheduling. Single-point coordination from inside the case file.
  • Performance. Turnaround, estimate accuracy and testimony quality tracked over time.
  • Portal. A preferred-vendor directory inside the case management system, searchable by category and region.
  • Surge. Capacity contracts that activate when a storm hits.

Built for four kinds of organization

Give it to Qore and get back to the claim. Law firms, public adjusting firms, commercial contractors and commercial property management companies bring different problems to Qore; the platform is the same, the emphasis is not.

For law firms

You came to practice law and ended up running a business: trust accounting, marketing you can't be sure is compliant with attorney advertising rules, a deadline calendar that keeps you awake, and staffing that swings with every storm season.

Trust accounting handled daily
Three-way reconciliation with an audit trail you can hand to the Bar.
Pre-suit notice done right
Statutory pre-suit notice where required, and statute tracking built into every file.
Litigation support on demand
Pleadings templates, discovery management, deposition scheduling and exhibit prep from a shared pool.
Compliant growth
Marketing billed as advertising spend, never per signed case, and reviewed against your state bar's rules before it runs.
Your independence protected
Qore never directs case strategy and never takes a share of legal fees.
Apply as a law firm

For public adjusters

You're the best adjuster in the region and you're spending your evenings on contracts, CE deadlines, estimate write-ups and chasing settlement checks, while the next storm decides whether you have enough staff.

Contracts that hold up
Mandatory language, fee caps and cancellation windows enforced at intake.
Estimating as a service
In-house Xactimate writers so you can carry more files.
Escrow and settlement processing
Fee calculation, disbursement statements and mortgagee endorsements handled by the finance team.
Licensing, bond and CE tracked
Plus an apprentice program to grow your own adjusters.
Nothing tied to referrals
No referral fees in or out, and no financial interest in contractors on your losses.
Apply as a PA firm

For commercial contractors

You do excellent work and lose margin to everything around it: surge hiring after a storm, marketing that may cross a line, chasing scope approvals and payment, and never being sure where contracting ends and adjusting begins.

Operations and back office
Finance, HR, technology and scheduling run by a team that knows restoration and roofing.
Surge staffing before the season
Pre-signed crews, coordinators and field documentation staff activated at declaration.
Compliant marketing
Campaigns reviewed against state contractor, solicitation and anti-adjusting rules before they run.
Documentation standards
Moisture logs, photo protocols and invoicing formats that hold up with carriers and courts.
Clean referral ecosystem
Introductions to member law firms and PA firms on merit, with no referral fees in either direction.
Apply as a contractor

For commercial property management companies

You manage buildings, portfolios and associations for owners and boards, and the next loss will land on your desk with no plan, no documentation and no idea who to call first.

One master services agreement
Pre-arranged readiness and response capacity across every property you manage, in place before the loss.
Claims readiness program
Policy summaries, deductible schedules, baseline documentation and board resolutions granting emergency authority.
Vendor capacity on standby
Vetted mitigation, restoration, engineering and roofing partners committed to your properties.
Documentation from day one
Field capture standards so the evidence exists when the carrier questions it a year later.
Hand-off to licensed professionals
When a claim needs representation, Qore introduces independently licensed public adjusters or attorneys at your request. Qore never adjusts or negotiates claims.
Apply as a property manager

Storm and catastrophe response

A hurricane, hailstorm, wildfire or hard freeze is the moment a claims firm either scales or breaks. Qore's surge capability is pre-built, compliant in each state, and ready before the season starts, and it's available as a standalone service.

  1. Pre-season

    Before the season

Playbooks approved, surge staffing and vendor contracts signed, pop-up office sites identified, equipment pool serviced.

  2. Watch

    Cone published

Campaigns staged and compliance-reviewed, intake scripts updated for the storm, client portal notices drafted.

  3. Landfall

    Day 0

Business continuity plan active. Backups verified, remote work confirmed, emergency vendors on standby.

  4. First 48 hours

    Solicitation blackout

No solicitation during any post-declaration blackout the state imposes. Advertising runs only where and how the rules allow.

  5. Surge

    Day 3 onward

Surge staff activated, pop-up offices open, inspection teams scheduled, intake volume routed across member firms.

What's in the surge pool

  • Temporary intake, case management and estimating staff
  • Drone operators and 3D documentation crews
  • Moisture meters, thermal cameras, vehicles and drones
  • Board-up, tarping and mitigation partners on activation contracts

What stays in check

Emergency fee caps for declared events, post-declaration solicitation blackouts, and insurance department advertising rules apply from the first hour. Every storm playbook is written to those rules before the season, not during the surge.

Data and insights

Every member firm works on one platform, which means Qore can see patterns no single firm can. We publish what we learn.

Carrier behavior

How individual carriers respond to demands, appraisal and suit, and how that changes after a storm.

Settlement benchmarks

Resolution values and timelines by loss type, region, carrier and stage, so firms can price expectations honestly.

Operational benchmarks

Speed to lead, intake conversion, estimate accuracy and cost per file across the platform.

Qore Standards

Qualified vendors and qualified members, measured the same way, in public view. These are the standards, and how we hold people to them.

Q

Qualified vendors and qualified members

No one joins on a handshake. Member firms and vendors are verified for current licensing in every state they serve, insurance at platform minimums, references from claims professionals, and a clean record with their licensing authority. Vetting is repeated annually and whenever a license, state or ownership changes.

Q

Quality

Service quality is scored on every engagement: accuracy of the work, adherence to documentation standards, deadlines met, and how the client was treated from first contact to close. Scores are tracked over time, not taken once.

Q

Quick to respond

Communication is measured, not assumed. One-business-day response to any client, member or partner is the floor. Proactive status updates, commitments tracked to closure, and clear escalation when something goes wrong are part of the score.

Q

Quantify

Every member rates the vendors they work with, and every vendor rates the members who engage them. Client satisfaction is surveyed at close. The result is a two-way scorecard for each participant, reviewed quarterly. Consistently low scores lead to remediation, then removal.

Q

Quorum of three

For any need, Qore presents at least three qualified options matched to the state and the type of service required, whether that is an engineer, a mitigation crew, an estimator, a public adjuster or an attorney. The firm and the client choose. No option is mandated, and no option pays to be listed first.

Q

Questioned openly

Any client, member or vendor can raise a concern about anyone on the platform. Every report is logged, reviewed by someone outside the engagement, and answered. Standards that cannot be challenged are not standards.

Scores measure service, communication and reliability. They never reflect claim outcomes, settlement amounts or referral volume, and no compensation moves between Qore, members or vendors in connection with any rating or referral.

How the platform respects the rules

Every state regulates this space differently, and recent reforms in the largest claims markets have made it less forgiving. Qore operates nationally, so these guardrails are applied state by state. We publish them so the professionals we work with can see exactly where the lines are.

For attorneys

  • No fee sharing. Qore's fee is fair market value for services rendered, never a percentage of legal fees.
  • No paid referrals. Marketing is billed as advertising the firm pays for regardless of outcome. No runners, no per-signed-client payments from any source that steers.
  • Independence. Qore does not direct case strategy or professional judgment.
  • Advertising. Every campaign is reviewed against the applicable attorney advertising rules and carries required disclaimers.

Modeled on ABA Model Rules 5.4 and 7.1–7.3 and their state equivalents, plus state anti-runner statutes.

For public adjusters

  • No referral fees. Nothing of value moves to or from a PA tied to a referral, including from contractors and restoration companies.
  • No contractor interest. PAs hold no financial interest in contractors on the loss, and contractors do not adjust.
  • Fee caps and contracts. Mandatory contract language and statutory fee caps, including reduced caps for declared emergencies where they apply, enforced at intake.
  • Solicitation. Time-of-day restrictions and post-declaration solicitation blackouts built into every playbook.
  • Separation. A PA is never the attorney on the same claim; attorney-PA arrangements are kept clearly separate.

Applied under each state's public adjuster licensing statute and insurance department rules.

Vendors and contractors

  • No per-referral payments. Vendors pay nothing per referral. Any platform listing fee is flat and unrelated to volume.
  • Firm and client choice. The network presents options; it never mandates a vendor.
  • Licensing verified. General contractors, roofers and mold remediators are checked for current licensure.
  • Post-AOB reality. Restoration partners work on direction-to-pay or direct-bill and never adjust claims.

Applied under state contractor and remediation licensing laws and insurance fraud statutes.

How it's documented

  • Scope, service levels, fee, term and termination are defined in the management services agreement.
  • Staffing runs through a staffing vendor with no case-based compensation.
  • The structure is reviewed under a regulatory opinion in each state where a member firm practices and audited internally on a schedule.

Questions firm owners ask first

The answers that usually come up in the first call, so you can read them before it.

How is the management fee set?

The fee is a fair-market-value charge for the services in your plan, set as a flat monthly amount or cost-plus. It is never a percentage of legal fees or adjusting fees, which keeps the arrangement on the right side of fee-sharing rules in every state.

Who owns the client relationship and the case?

Your firm does. Qore does not direct case strategy, sign clients, or make claim decisions. Licensed professionals keep the license, the client and the judgment.

Who owns our data?

Your firm owns its client and case data. Qore processes it under a data processing agreement, keeps it separate from other member firms, and returns or deletes it at the end of the relationship.

Can we leave?

Yes. The management services agreement has a defined term and termination terms, and the ancillary agreements (leases, licenses, staffing) end with it. We would rather earn the renewal than lock you in.

Do we have to use the whole platform?

No. Most firms start with the core back office and add modules as they grow. Every client receives a service plan built around what the firm needs now.

Do you work with firms outside property claims?

Property claims is our focus, and the platform is built around it. If your practice is mixed, tell us about it in the application and we will be candid about fit.

Where is Qore based and where do you operate?

Qore MSO is organized in Wyoming and serves member firms across the United States, with compliance applied state by state.

How long does onboarding take?

Typically 30 to 60 days from signed MSA to full handoff, depending on the modules in your plan. Intake and marketing usually go live first; staffing and case operations follow.

All insights

Give it to Qore. That's the whole to-do list.

Two paths: firms that want Qore to run their business, and vendors that want to be part of the network. Both start with a short application.

Firm application

For law firms, public adjusting firms, commercial contractors and commercial property management companies.

By submitting, you confirm you are a licensed professional, business owner or authorized representative of an organization, and that you are not sending confidential claim information. Qore is not a law firm or public adjusting firm and does not adjust claims.

Vendor application

For contractors, experts, restoration companies and service providers.

What happens after you apply

  1. A conversation. Within two business days we schedule a call to understand the firm, the headcount, the systems you use and what is hardest right now.
  2. A service plan. We come back with a written plan: which modules, what it costs, what changes in the first 90 days and what can wait.
  3. The agreement and handoff. Once the management services agreement is signed, onboarding runs 30 to 60 days. Intake and marketing typically go live first.
